the list is long but a few that are more realistic are aussie front or rear adjustable upper and lower control arms sye winch rear 1/4 panel guards skids(gas tank/belly?)
im happy with my lights as of this moment, just bedlined the interior, have newer style doors.
My personal opinion, but I have no clue how your XJ drives:

Aussie, maybe just one at first

control arms
winch
panel gaurds
All of that can change though depending on what you can find used or on sale. When upgrading my XJ I had a simular list. I bought whatever was on the list, based on used parts coming available and what went on clearance or sale. Have got my XJ to where it is for a fraction of the price that I would have spent otherwise. By saying that, don't skimp on quality. You will only have to replace crappy parts with quality ones if you do. Make the purchase one once and buy the parts you want, not just the ones that are available.

I had a list for a while, but then it kept changing so I stopped keeping one. Right now I am in the market for a track bar do to the fact I need for one. I relocated my stock one per the instructions with my RC lift and now there is play in the mounting hole I drilled.
But on to trying to help you with your list:
Do you plan on doing long arms in the future? If so maybe run what you have until you have the money for some or until they are needed. But maybe short arms are you thing so IDK.
If you wheel alone a winch might be a great thing. But if you are often in a group, it might be able to wait.
I have heard the a stock XJ gas tank skid is pretty good protection. A TC skid to look in to is from Appalachian Armor(great price). http://www.appalachianarmor.com/products/xj-np231-tc-skid-plate.htm

One thing to think about as well is how upgrading one will effect the other. For instance, how is your Drive Shaft right now? Close to popping out at full flex? If you get Extended control arms you will be able to flex more than now. If you are close to having it pop out now at full flex, you might push it over the top by getting the control arms first. So in that case you would want to get the SYE first.

I LOVE my jks bar. It's adjustable so if you lift more in the future it can 'grow' with the Jeep, and is a lot heavier duty than stock. Motion might sell them, I'm just too lazy to check right now.
