Help me figure this noise out.

So my Jeep will randomly make this awful noise when braking. When it starts making the noise it will make it pretty consistently for the rest of my journey. Like I said it shows up randomly though, sometimes it won't make the noise at all, sometimes it won't the noise until I'm almost home, and sometimes it will be making it before I get out of my apartment complex. The only way I can seem to make it make the noise somewhat consistently is if I apply the brakes pretty hard, even if I'm only going like 10 mph. I had a shop near my house look at it and they said caliper looked good and nothing was leaking but they couldn't tell more without taking it apart. 

Also, this is the first time it has made the noise in about a month and has been making it for the past couple of days.

Anyway here's the a video I took this morning of my Jeep making the noise. It seems to come from the front right.

My speakers on the computer suck... Was it that gurgling noise or was that your exhaust?  Can you describe it a little more?  Is it coming from both sides or just one?  I assume it is coming from the front.

It is the "gurgling" noise. The best sound I can compare it to is when your vehicle is stopped and you let off the brakes just enough to make that annoying noise. Only its worse, and not really effected by how hard I apply my brakes. I'm 95% sure the sound is coming from the front right. The vid is three clips thrown together incase thats not obvious, so it makes the noise 3 times around when speedo gets to 0.

it all most sounds like something is loose and knocking back and forth but its hard to tell on a video

what I would do is put the XJ up on jack stands and take BOTH front tires off and compare.  Just walk back and forth from both sides comparing stuff and see if there is anything that is not the same.

Here is a Write up that I did on replacing the Front Bearings.  I don't think that is your problem but it will at least give you a ste by step on taking that stuff apart.  So will give you a reference as to what stuff should look like.
