Well I figured it out. Luke came over with his 99 xj and we stared at them for about 30 min. Finally noticed that the intake manifold was sitting about 1/4 inch lower on mine than it was on his. Started pulling the bolts off and realized that the intake manifold had fallen off the alignment dowels before I torced them down. So there was a very small seam for air to get through all along the bottom of the manifold that could not be seen. So after I took it off and put it back on she fired right up. I took it for a test drive about 10 miles and she was averaging between 16-18 mpg at 60mph. That is with out the rear o2 sensor and without an exhaust. So I hope that some back pressure will bost me up a little more but we will see. I am just happy that I am FINALLY back up to 16mpg which was what I was getting before I had all these problems.
